Motorcity and the King Detroit

I don't know how many of you out there watch Disney XD or at least follow the good awesome shows online. But there is a pretty cool show from the guy behind Megas XLR. Its called Motorcity takes place in a future Detroit where a man named Kane (voiced by Mark Hamill) wanting peace and order builds a new city called Detroit Deluxe of the old city. Band of renegades and down with the man hilarity ensues. BUT how does this pertain to Dr.McNinja?

Well there is a character called the Duke of Detroit who "rules/runs" the car junk lots in the titular Motorcity. He's a guy who acts like he's royalty, dresses like he's royalty, and is bat-shit crazy and insane. In the most awesome of ways.
And he's totally the lost brother of Dr.McNinjas own King Radical

The guy has all the mannerisms of Radical, the whole loud trumpet introduction every time he appears. The strange rivalry between the main characters.

So thoughts hidden homage to King Radical? Or simply a type of character that's apparently popular.
