Why doesn't Judy use that all the time when working as Doc's secretary? sure, it is a flawed technology NOW, but this is suposed to be late 90s, sure it would be perfected by the present time.
Quite possible that the device was so flawed in its working concept that no level of refinement could get it to a point where the technology could be reliable.
Alternatively ... she doesn't need it, because everyone understands Judy, it's just that Doc is the lone jerk who won't bother to put in the effort to learn.
Because, as is clearly demonstrated here, here, and here, Dan can understand Judy verbally. He can understand her grunts as quite complex communications, even without the use of sign language. Yet the Doc is totally clueless.
Hell, even the prehistoric dinosaur with the walnut brain can understand Judy.
